Workforce Development Incentives & Resources

As a result of advanced training and education, combined with a vast diversity of skill sets, Virginia's workforce is one of our greatest assets, and one of the Virginia business community's greatest advantages. For example:

  • Virginia is a right-to-work state.
  • At 5.6%, Virginia has the sixth lowest unionization rate in the country and one of the lowest unionization rates in the private sector at 2.9%.
  • With over 5.4 million people in the 16-64 age range, Virginia ranks 12th in the nation for prime working population as a percentage of total population.
  • On average, more than 18,000 military personnel separate from the armed services in Virginia annually, adding a skilled, disciplined supply of potential recruits to the state’s labor supply.
  • More than 450,000 students are enrolled in over 100 in-state institutions of higher education.
  • Virginia employs more than 21,000 doctoral scientists and engineers, one of the highest concentrations in the nation.

One of the key programs offering workforce development assistance to businesses in Virginia is the Virginia Department of Business Assistance’s Virginia Jobs Investment Program (VJIP). VJIP is an economic development incentive supporting the creation of new jobs throughout the Commonwealth. The program offsets your company’s recruitment and training costs and connects you with all available resources to help with your workforce development efforts.

In order to prepare our workforce for future industry needs, Virginia has a comprehensive Workforce Development System. Along with local and regional partners, the following agencies all play a part in assisting Virginia businesses with their workforce needs.
